Docket No. 50-362 30-Day Report Licensee Event Report No.82-010 San Onofre Nuclear Generating Station, Unit 3 Pursuant to Section 6.9.1.13.b of Appendix A Technical Specifications to Operating License NPF-15 for San Onofre Unit 3, this submittal provides the required 30-day report for an occurrence involving inoperable fire detection instrumentation.

Prior to issuance of the San Onofre Unit 3 low power license, fire watches were established for fire detection instrumentation which was expected to be inoperaFle at the time of license issuance and, with license issuance, woulu require fire watches pursuant to Action Statement

'a' of LC0 3.3.3.7. Such fire watches were established on November 11, 1982 for Zones 1, 9 and 28. As a result of these fire watches being established before they were specifically required, they were not recognized, until recently, as requiring a 30-day report. This letter represents a delayed 30-day report.

Completion of operability testing in accordance with Technical Specification Surveillance Requirement 4.3.3.7.1 has not yet been completed for fire detection instrumentation in these areas and, therefore, the affected detectors have not yet been declared operable. We expect testing to be completed within 90 days. The fire watches will continue until the detectors are declared operable. The associated spray / sprinkler systems have remained operable throughout this period.

Since delay in the submittal of this report was caused by circumstances unique to the initial licensing of Unit 3 and 30-day reports are now being initiated as t result of establishment of fire watches, no further corrective action is planned.
