Subject: Docket No. 50-361 30-day Report Licensee Event Report No.82-038 San Onofre Nuclear Generating Station, Unit 2 This letter describes a reportable occurrence involving the Remote Shutdown bbnitoring Instrumentation of Limiting Condition for Operation

( LCO) 3.3.3.5.

This submittal is in accordance with the reporting requirements of Section 6.9.1.13.b of Appendix A to Facility Operating License NPF-10.

Technical Specification 3.3.3.5 requires that table 3.3-9 item 7, the Reactor Coolant Boron Concentration instrument (Boronometer), be operable in Modes 1, 2, and 3.

While in Mode 3 on June 15, 1982, the Remote Shutdown Boronmeter Low Flow Alarm was actuated and could not be cleared. This constitutes unacceptable operation of the Boronometer, since the low flow condition will not permit representative sampling of Reactor Coolant for boron concentration.

Condition for Operation requires only that the inoperable equipment be restored to operability within seven days. Operability of the Remote i

Shutdown Boronometer was reestablished on June 15, 1982, after cleaning and repairing the float valve on the flow device.

Had an accident requiring Control Room evacuation occurred while the Remote Shutdown Boronometer was inoperable, Reactor Coolant System boron i

concentration could only be determined by sampiing.
