Reference:

Letter, H. B. Ray (SCE) to R. H. Engelken (NRC),

dated July 2,1982 The referenced letter confirmed our prompt notification of your office of our f ailure to provide Licensee Event Reports (LER's) within 30 days of the dates upon which the event had occurred.

Pursuant to Technical Specification 6.9.1.13.b, to Operating License NPF-10 for San Onof re Unit 2, this submittal provides the required 30-day written report and completed LER form, for an event involving Surveillance Requirement 4.6.1.3.a on the Containment Air Lock.

On April 23, 1982, while operating in Mode 4, the Containment Personnel Air Lock was declared inoperable due to the outer door falling the local leak rate test required by Surveillance Requirement 4.6.1.3.a.

The inner door was maintained closed and immediate action was taken to clean the door sealing surfaces and repeat the local leak rate test. A successful door seal leak rate test was completed within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />.

F4r. R. H. Engelken August 5, 1982 Since this event, Amendment 4 to the San Onofre Unit 2 Operating License has revised Surveillance Requirement 4.6.1.3.a to permit a leak rate of "up to.0lla" by flow measurement test, in lieu of "no detectable leakage" by pressure drop measurement.

Implementation of this test is underway and we anticipato no recurrence of this event as a result.
