Subject: Docket No. 50-361 30-day Report Licensee Event Report No.82-064 San Onofre Nuclear Generating Station, Unit 2 E

l Pursuant to Technical Specification 6.9.1.13.b, this letter provides the written report and completed Licensee Event Report (LER) form for an event involving Limiting Condition for Operation (LCO) 3.6.1.3.

On July 16, 1982, while operating in bbde 3, the inner door of the containment personnel access airlock became jammed in the open position.

l In accordance with Action Statement a.1 of the LCO, the outer door of the airlock was maintained in the closed position while personnel entering r

containment worked to free the operating mechanism.

5 Operability of the inner door w s achieved within one hour after adjustments l

to the operating linkage were made. The high volume of traffic through l

the airlock doors during the period between initial fuel load and initial criticality is considered to be the primary cause of this occurrence.

Since initial criticality, the number of containment entries has been i

reduced to the absolute minimum and repetition of this occurrence is not anticipated. A complete overhaul of the airlock door mechanism is t

F scheduled for the first shutdown to further reduce the probability of recurrence.
