Same as above This letter provides Revision 4 to the subject spent fuel pool reracking license amendment request for San Onofre Units 2 and 3. This reracking amendment request was originally submitted by the above reference and revised by submittals dated April 19, 1989, June 1, 1989 and September 22, 1989.

Revision 4 includes the following:

1. Enclosure 1, Summary of changes and instructions.
2. Enclosure 2, Revised Amendment Application, and a proposed Technical Specification in response to a request from the NRC staff requiring a minimum spent fuel pool boron concentration.
3. Enclosure 3, replacement pages to the "Spent Fuel Pool Reracking Licensing Report." Enclosure 3 includes the following information:
a. Technical information regarding spent fuel rack reanalysis associated with the deletion of one north-south row in the Region II racks (a reduction from 1572 to 1542 storage locations),
b. The addition of 30 assemblies to the cask pool during reracking operations, and
c. Revised information regarding the structural characteristics of the cask pool cover and its lifting mechanism.

Document Control Desk November 2,1989 Southern California Edison (SCE) will be sending additional information concerning the details of the seismic analysis of the final rack design and pool layout by November 10, 1989. This information will be in the form of a proprietary submittal.

Responses to the remaining NRC requests for additional information and final SCE changes to the reracking license amendment request will be provided in the next revision (Revision 5) to the Reracking Licensing Report by November 30, 1989. This information will include responses to the heavy load and spent fuel pool cooling questions discussed during the September 6, 11 and 15, 1989 telephone calls with the NRC staff.
