Docket No. 50-361 30-day Report Licensee Event Report No.82-039 San Onofre Nuclear Generating Station, Unit 2 Pursuant to Technical Specification 6.9.1.13.b, this letter provides the written report and completed Licensee Event Report (LER) for an incident involving Limiting Condition for Operation (LCO) 3.7.5.

On July 16, 1982, while operating in Mode 3, emergency chiller E-335 refrigerant compressor failed to start while testing to satisfy Surveillance Requirement 4.7.5.b was underway. In addition to providing emergency chilled water to the Control Room Emergency Air Conditioning unit E-419, this loop of the Emargency Chilled Water System also provides chilled water to the following:

ai Control Room cabinet area emergency cooler E-423 b) ESF Switchgear Room, emergency cooler E-257 c) Charging Pump Room emergency coolers E-435 and E-436 d) Fuel Handling Building Pump Room emergency cooler E-442 e) Safety Equipment Building emergency coolers E-416, E-445, E-455 and E-518 for pump rooms 002, 015, 006 and 007, respectively.

Loss of one train of the Emergency Chilled Water System requires declaring inoperable, all that equipment located in rooms where ambient air would be cooled by that train in the event of an accident with loss of offsite power.

Engelken August 13, 1962 The most restrictive Action Statement to be entered as a result of losing this train of emergency chilled water requires that the equipmont be restored to operable status in 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> (ref. LCO 3.7.3, 3.6.2.1, 3.5.2, etc).

Immeeiate investigation into the cause of this occurrence was undertaken and resulted in discovery of a defective Impeller displacement switch on the refrigerant compressor. After verifying proper impeller position and extent of displacement, a temporary rodification which installed a jumper across this switch was implemented. This jumper will remain in place until the reliability of this and various other controls involving the Control Room Emergency Air Cleanup System is evaluated by the Engineering Task Force established for that purpose.
