Dear Mr. ; Ray:

By letter dated June 25,1997, you submitted to the NRC requests for relief (Relief Request

- (RR) Nos. RR-E-2-03 through RR-E-2-08) from the examination requirements of the applicable American Society of Mechanical Engineers (ASME) Code,Section XI, for the first containment

. inservice inspection (ISI) interval.' The request stated that the reliefs were needed as a result of the change to 10 CFR 50.55a (August 8,1996,61 Federal Register 41303) requiring licensees to meet Subsections IWE and IWL of the ASME Code.

1 The NRC staff has evaluated the information provided and concludes that the proposed attematives in RR-E-2-03 and RR-E-2-04 provide an acceptable level of quality and safety and are therefore authorized pursuant to 10 CFR 50.55a(a)(3)(l). Further, the staff concludes that

. for RR-E-2-05, RR-E-2-06, RR-E-2-07 and RR-E-2-08, compliance with the specified requirements of the Code would result in hardship or unusual difficulty without a compensating

- Increase in the' level of quality' and safety. Therefore, the proposed attematives in RR-E-2-05 through RR-E-2-08 are authorized pursuant to 10 CFR 50.55a(a)(3)(ii).

Our safety evaluation on these requests for relief is enclosed.
