OF MEETING HELD ON SEPTEMBER 25, 2007, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND STRATEGIC TEAMING AND RESOURCE SHARING REPRESENTATIVES TO DISCUSS LICENSE RENEWAL ACTIVITIES On September 25, 2007, the Nuclear Regulatory Commission (NRC or the staff) met with members of Strategic Teaming and Resource Sharing (STARS) in a public meeting to discuss their license renewal activities for Comanche Peak, Diablo Canyon, Palo Verde, South Texas, and Wolf Creek plants. A list of attendees is provided in Enclosure 1 and the meeting agenda is provided in Enclosure 2. A copy of the slides presented by STARS is provided as Enclosure 3.

A summary of the discussion follows.

The STARS center of business was established in March 2004 with representatives from each plant within the group. However, STARS clarified that Callaway is not currently participating in the license renewal activities performed by their center of business. During the meeting it was explained that the plants work collaboratively as an a lliance that share overhead, employees, and contractors. The team also shares plant and aging management operating experience.

STARS submitted the Wolf Creek license renewal application (LRA) in September 2006. Wolf Creek is the first application from the fleet; therefore, their model plant. As of today, STARS has submitted five letters of intent. Currently the plants are performing feasibility studies and have not announced which one will be the next to be submitted for NRC review and approval.

STARS informed the staff that the group is actively participating in license renewal activities like attending audits and inspections performed at different nuclear power plants and by participating in the Nuclear Energy Institute license renewal task force. STARS has a license renewal oversight committ ee and it engaged eight different facilities to aid in performing its peer review of the Wolf Creek LRA.

Both the staff and STARS shared lessons learned from different LRAs including those for Wolf Creek. Some of the items di scussed include: the organization of the LRA, availability and maintenance of basis documents and the aging management program binders, the need for

benchmarking, consistency with the Generic Aging Le ssons Learned Report, availability and accuracy of boundary drawings, audit questions, audit needs lists and references availability, subject matter experts and breakout rooms availability, and internet acce ss and printing capabilities duri ng the audits.

Lastly, STARS expressed that they will consider a project to be successful if its performed under budget, within schedule, with no open items and with only the standard proposed license conditions.
