SUMMARY

OF NOVEMBER 22, 2021, PUBLIC TELECONFERENCE WITH WOLF CREEK NUCLEAR OPERATING CORPORATION REGARDING THE DIESEL GENERATOR COMPLETION TIME EXTENSION LICENSE AMENDMENT REQUEST FOR WOLF CREEK GENERATING STATION, UNIT 1 (EPID L-2021-LLA-0173)

On November 22, 2021, an observation public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Wolf Creek Nuclear Operating Corporation (the licensee). The purpose of the teleconference was to provide information to the NRC staff regarding a license amendment request (LAR) for Wolf Creek Generating Station, Unit 1 (Wolf Creek), that would modify the diesel generator (DG) completion time in Technical Specification (TS) 3.8.1, AC [Alternating Current] Sources - Operating (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21272A369). No presentation slides were used at the teleconference. The meeting notice and agenda, dated November 9, 2021, are available in ADAMS at Accession No. ML21313A013. A list of attendees is provided in the Enclosure.

In response to NRC staff questions on the LAR concerning details on removing Sharpe Station from the TS and the alignment of gensets at the station as a backup to the DGs, the licensee indicated that the Wolf Creek LAR would extend the completion time for one inoperable DG from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 14 days based on the availability of a supplemental power source (i.e., station blackout (SBO) DG system) and remove the credit for the Sharpe Station. The Sharpe Station is offsite and has a special application to support pre-planned DG maintenance, as needed.

The licensee indicated that the Sharpe Station was available before the SBO DGs, which were installed onsite in 2013 and provide operational flexibility and control. The licensee was planning to upgrade its switchyard in the next few years and afterwards, transformer connections would not be available for the Sharpe Station to the safety buses. With the SBO DGs, the licensee indicated that the Sharpe Station would not be needed to extend the completion time as proposed in the LAR and could be removed from the TS. The licensee would follow the Title 10 of the Code of Federal Regulations Section 50.59, Changes, tests, and experiments, process to evaluate the Sharpe Station in the switchyard modification, which is separate from this LAR.

In response to NRC staff questions about the SBO DGs, the licensee indicated that the SBO DGs were installed after the completion of the licensing basis SBO coping time analysis. The SBO DGs are not qualified as alternate AC sources per Regulatory Guide 1.155, Station Blackout (ADAMS Accession No. ML003740034) but are consistent with Branch Technical Position 8-8, Onsite (Emergency Diesel Generators) and Offsite Power Sources Allowed

Outage Time Extensions (ADAMS Accession No. ML113640138). The licensee also indicated that the Sharpe Station is not described in the Wolf Creek Final Safety Analysis Report.

The NRC staff planned to submit requests for additional information to the licensee as part of the LAR review process.

Two members of the public were in attendance. The public did not provide any comments. No regulatory decisions were made at this meeting.
