SUMMARY

OF SEPTEMBER 19, 2023, CLOSED PUBLIC MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY REGARDING ALTERNATIVE SECURITY MEASURES FOR EARLY WARNING SYSTEM LICENSE AMENDMENT REQUEST FOR DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2 (EPID L-2022-LLA-0029)

On September 19, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed public meeting with representatives of Pacific Gas and Electric Company (the licensee). The meeting was closed to public participation due to the discussion of security-related and safeguards information. The meeting notice and agenda dated September 6, 2023, are publicly available (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23249A212). The NRC staff provided talking points (ML23248A493, security-related information, not publicly available) and presentation slides (ML23257A227; security-related information, not publicly available) to the licensee before the meeting. A list of attendees is enclosed.

The purpose of the meeting was to discuss the status of the NRC staff's review of a license amendment request (LAR) for Diablo Canyon Nuclear Power Plant, Units 1 and 2 (Diablo Canyon), regarding alternative security measures to four physical security requirements associated with the sites early warning system (EWS) (ML22251A295; ML22251A296, security-related information, not publicly available; and ML23102A037). The licensee relies on the Diablo Canyon EWS to meet the performance objective and requirements in Title 10 of the Code of Federal Regulations, section 73.55(b), so the licensee and the NRC staff consider the Diablo Canyon EWS to be a required physical security system.

During the meeting, the NRC staff presented the methodology it used to perform the technical evaluations for all four proposed alternative measures, key facts it considered during its evaluations, and a summary of the NRC staffs determinations. The NRC staff and the licensees representatives discussed specific elements of the licensees proposed alternative measures and the path forward options that are available to the licensee.

No regulatory decisions were made at the meeting.
