SUMMARY

OF OCTOBER 27, 2022, PRESUBMITTAL MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST TO ADOPT TSTF-107, REVISION 4, SEPARATE CONTROL RODS THAT ARE UNTRIPPABLE VERSUS INOPERABLE, FOR PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID L-2022-LRM-0081)

On October 27, 2022, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Arizona Public Service Company (the licensee) via webinar. The purpose of this meeting was to discuss the licensees proposed license amendment request to revise the technical specifications (TSs) by adopting Technical Specifications Task Force (TSTF) Traveler TSTF-107, Revision 4, Separate Control Rods that are Untrippable Versus Inoperable, dated June 6, 1999 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML040490066), for Palo Verde Nuclear Generating Station, Units 1, 2, and 3. The meeting notice and agenda, dated October 13, 2022, are available in ADAMS at Accession No. ML22286A196. A list of attendees is provided in the enclosure.

The licensee presented informational slides at the meeting, which are available in ADAMS at Accession No. ML22299A181. The licensees presentation included the proposed revisions to the TSs and described a proposed variation from TSTF-107. The NRC staff noted that there is no safety evaluation, model application, or model safety evaluation for TSTF-107. The NRC staff provided feedback on the information needed for a complete application, including the explaining and justifying the proposed variation from TSTF-107.

No members of the public called into the meeting. No regulatory decisions or commitments were made at the meeting. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
