SUMMARY

OF APRIL 5, 2023, PRESUBMITTAL MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST REGARDING CONTAINMENT TEMPERATURE AND SAFETY INJECTION TANK VOLUME AT PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID L-2023-LRM-0016)

On April 5, 2023, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Arizona Public Service Company (the licensee) via webinar. The purpose of this meeting was to discuss the licensees proposed license amendment request (LAR) regarding containment temperature in Technical Specification (TS) 3.6.5 and safety injection tank volume in TSs 3.5.1 and 3.5.2 at Palo Verde Nuclear Generating Station, Units 1, 2, and 3. The meeting notice and agenda, dated March 21, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23093A0651. A list of attendees is provided in the enclosure.

The licensee presented informational slides at the meeting, which are available in ADAMS at Accession No. ML23093A025. The licensees presentation included a description of the proposed changes, proposed TSs and TS bases changes, precedents, and a submittal timeline.

The NRC staff discussed several observations regarding information that should be considered for inclusion in the LAR as follows:

Description of how instrument uncertainties for containment temperature measurement are accounted for.

A summary of the calculation of the total loop uncertainty (or total instrument uncertainty regarding Slides 4, 10, and 11 of the presentation).

Indication that the proposed changes do not impact any assumptions in the accident analyses.

Description of why the proposed change is departing from the Standard TSs, especially with regard to the use of narrow range.

In addition, the NRC staff did not object to the submission of one LAR for proposed changes to both the containment temperature and safety injection tank volume TSs.

No members of the public called into the meeting. No regulatory decisions or commitments were made at the meeting. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
