SUMMARY

OF OCTOBER 6, 2021, PUBLIC MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS UPCOMING RELIEF REQUEST NO. 68 FOR CERTAIN AMERICAN SOCIETY OF MECHANICAL ENGINEERS BOILER AND PRESSURE VESSEL CODE PIPING FOR PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID-L-2021-LRM-0104)

On October 6, 2021, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Arizona Public Service Company (the licensee) via teleconference. The purpose of this meeting was to discuss the licensees upcoming Relief Request No. 68 to use a liquid penetrant progressive approach in lieu of radiography for certain American Society of Mechanical Engineers Boiler and Pressure Vessel Code piping 2 inches and less in diameter at Palo Verde Nuclear Generating Station, Units 1, 2, and 3. The meeting notice and agenda, dated September 23, 2021, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21279A015. A list of attendees is provided in the enclosure.

The licensee provided slides for this public meeting, which are available in ADAMS at Accession No. ML21278B091. The licensees presentation included a summary of the pending alternative request, discussions of the current and alternative regulatory requirements, and justifications for the planned alternatives. In addition, the licensee stated that it is planning to submit this application in October 2021 and will request NRC approval by September 2022. However, the NRC staff expressed a concern on the proposed alternative.

No members of the public called into the meeting. No regulatory decisions or commitments were made at the meeting. No Public Meeting Feedback forms were received.
