2 Purpose
- Benefits of risk-informed process for evaluations (RIPE)
- Best practices and planned guidance updates as a result of the final observations from the first RIPE review.
- Updates to NRR Temporary Staff Guidance TSG-DORL-2021-01, Risk-Informed Process for Evaluations, Revision 2 (ML22088A136).
- Updates to the Guidelines for Characterizing the Safety Impact of Issues, Revision 2 (ML22088A135).
3 Benefits of RIPE
- Focus NRC and licensee resources on the most safety significant issues
- Address very low safety significant issues in an efficient and predictable manner consistent with NRC's Principles of Good Regulation
- Leverage existing regulations and risk insights
- Incentivize the further development and use of probabilistic risk assessment models and risk-informed decision making
4 Best Practices Identified from First RIPE Review (for Licensee Consideration)
- Consider requesting a pre-submittal meeting before submitting a request using RIPE. Staff recommends licensees address the following during the pre-submittal meeting:
- A description of the issue and whether compliance with any regulations will be impacted
- How the screening questions will be answered
- How risk was calculated, including a description of any surrogates used, and the risk results
- Ensure application is consistent with 50.90 and 50.12
- Ensure application is consistent with RG1.174
- Consider providing NRC staff access to the integrated decisionmaking panel (IDP) report on a secure portal when the RIPE request is submitted to support efficient staff review.
5 Planned Updates to the RIPE Temporary Staff Guidance
- Provide clarifying information regarding defense in depth and safety margins review for very low safety significance issues.
- Provide clarifying information regarding the "no technical objections" review/schedule.
- Add clarifying information to support staff's review of performance monitoring.
6 Planned Updates to Guidelines for Characterizing the Safety Impact of Issues
- Recommend that licensees request a pre-submittal meeting in preparation for a RIPE submittal.
- Recommend that licensees make the IDP report available for staff review via a secure portal.
- Provide additional details as to what documentation should be submitted as part of a RIPE submittal.
- Include guidance for assessing performance monitoring strategies as a part of a RIPE submittal.
7 Path Forward
- The RIPE guidance documents have been revised (but not issued) based on recommendations from the first RIPE review.
- The staff is open to public and industry feedback on enhancing the process.
- The staff will consider feedback from this meeting before issuing the revised documents.
