SUMMARY
Dear Mr. Peters,
On May 26, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff held the second pre-submittal information public meeting with Luminant Corporation to discuss the Comanche Peak Nuclear Power Plant (CPNPP) License Renewal Application (LRA). The meeting covered administrative items, introductions, opening comments from NRC management, a presentation from Luminant regarding the LRA, open discussion, as well as a portion collecting public comments. No public comments were provided. The meeting slides from the Luminant presentation is publicly available on the Agencywide Documents Access and Management System (ADAMS) Accession No. ML22140A108). Enclosure includes a list of attendees.
The meeting discussions included the following items:
There is a potential schedule impact to the CPNPP LRA review due to the Generic Environmental Impact Statement for License Renewal of Nuclear PlantsFinal Report (NUREG-1437, Revision 1)(GEIS) update and related applicants initiatives on impacted Subsequent License Renewals (SLR) applications. A Nuclear Energy Institute meeting on June 8, 2022 on this topic provided more insight on the potential impact.
Luminant leveraged significant industry peer review in the development of their application.
As CPNPP is undergoing a first license renewal, the LRA was written based on Generic Aging Lessons Learned (GALL) Report (NUREG-1801) Revision 2; however, some guidance in the GALL-SLR (NUREG-2191) may be applicable and would be potential aging management program (AMP) enhancements and exceptions.
For the AMP Buried Piping and Tanks exception to continue Emergency Diesel Generator Fuel Oil Storage Tank inspections at a 20-year frequency as opposed to the GALL 10-year frequency, the staff recommends including in the application sufficient discussion on the corrosion causing soil interface as well as cathodic protection.
For the AMP Reactor Vessel Surveillance exception to not submit the Unit 1 and Unit 2 capsule schedule changes with LRA, and provide the schedule at least 6 months prior to the period of extended operation (PEO), or no later than the last refueling outage prior to June 22, 2022
K. Peters the PEO, the staff reminds the licensee that AMPs cannot be approved based on technical bases that will be provided in the future or forthcoming technical reviews.
For the AMP Fuel Oil Chemistry exception to perform bottom-level sampling instead of multi-level sampling in the horizontal emergency diesel generator fuel oil storage tanks, the staff advised that an exception is not needed in this area.
The staff confirmed that an SLR-ISG-2021-01-PWRVI gap analysis is not required for first time license renewal.
In relation to MRP-227-A A/LAI 1, core and below core plate inspections and evaluation guidelines for reactor vessel internals baffle former bolt baseline inspections are scheduled but have yet to be completed. Inspections are estimated to be conducted at the 35 effective full power years.
Operating experience (OpE) not included in GALL Revision 2 is called out in LRA plant specific notes and in appendix B AMP OpE descriptions.
The staff advised that SLR OpE indicated that ductile iron components should be included in opportunistic inspections.
The staff recommended including discussions in the LRA on the scoping process of fuse holders in active assemblies.
The target date of submission is October 3, 2022.
The staff and Luminant agreed to continue coordination including a follow on drop-in visits in the July 2022 timeframe.
