SUMMARY

OF AUGUST 31, 2023, PRESUBMITTAL MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS PLANNED SUBMITTAL OF A LICENSE RENEWAL COMMITMENT REGARDING ALLOY 600 MANAGEMENT PROGRAM PLAN AT PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID L-2023-LRM-0065)

On August 31, 2023, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Arizona Public Service Company (the licensee) via webinar. The purpose of this meeting was to discuss the licensees planned submittal of a license renewal commitment regarding Alloy 600 management program plan at Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (Palo Verde). The meeting notice and agenda, dated August 18, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23230A061. A list of attendees is provided in the enclosure.

The licensee presented informational slides at the meeting, which are available in ADAMS at Accession No. ML23240A323. The licensee committed to develop an inspection plan for Alloy 600 management for the period of extended operation at Palo Verde (Commitment No. 23, item A, table 19.5-1, License Renewal Commitments, Sheet 11 of 25 of the Updated Final Safety Analysis Report, Revision 22 (ML23181A166)).

The licensees presentation included an overview to maintain the plant safety and minimize the impact of primary water stress corrosion cracking on plant availability. The licensee provided Alloy 600 locations for reactor pressure vessels, pressurizers, reactor coolant system piping, and steam generators at Palo Verde. The licensee plans to submit the Alloy 600 management program plan by September 2023.

No members of the public called into the meeting. No regulatory decisions or commitments were made at the meeting. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
