SUMMARY

OF AUGUST 30, 2021, PRE-SUBMITTAL TELECONFERENCE WITH PACIFIC GAS AND ELECTRIC COMPANY REGARDING A POST-SHUTDOWN EMERGENCY PLAN LICENSE AMENDMENT REQUEST FOR DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2 (EPID L-2021-LRM-0083)

On August 30, 2021, an observation public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Pacific Gas and Electric Company (PG&E or the licensee). The purpose of the pre-submittal teleconference was to discuss preliminary information regarding a PG&E proposed license amendment request (LAR) to revise the Diablo Canyon Nuclear Power Plant (Diablo Canyon), Units 1 and 2, Emergency Plan (EP) to reflect a permanently shutdown and defueled condition. The licensees presentation slides are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21223A084. The meeting notice and agenda dated August 12, 2021, are available in ADAMS at Accession No. ML21224A236. A list of attendees is enclosed.

During the meeting, PG&E stated its intent to permanently cease operations of Diablo Canyon Units 1 and 2, upon expiration of the operating licenses. The Diablo Canyon Units 1 and 2 licenses expire on November 2, 2024, and August 26, 2025, respectively. The proposed LAR is part of the licensees decommission planning activities.

The licensee indicated this proposed LAR would be the first phase of EP changes for decommissioning to protect the public health and safety and the environment. The proposed changes would reflect the decommissioning plant configuration and reduction in risk. The duration of this first phase would be about 16 months after Diablo Canyon has stopped operating with spent fuel in the spent fuel pool and the independent spent fuel storage installation (ISFSI) (slide 4). The licensee indicated this duration is consistent with NRC guidance for addressing the potential of a spent fuel zirconium fire. The third and last phase of EP changes would be after all spent fuel has been moved to the ISFSI. The licensee indicated that it is following past precedents used by other decommissioning plants. In addition, the licensee indicated that it would have additional commitments based on the settlement agreement with the California Public Utilities Commission. The licensee proposed to reduce the operational on-shift staff from 22 to 12 to reflect the reduced spectrum of accidents (slide 8).

Because Diablo Canyon Units 1 and 2 share the same control room, the licensee indicated that the proposed EP changes would be effective after both units have been shut down. For the emergency response organization, the licensee proposed to reduce the radiation protection staffing from 6 to 2 and the field monitoring teams from 3 to 2 (slide 9). The licensee proposed one offsite and one onsite field monitoring team. The NRC staff commented that some decommissioning plants found flexibility with two offsite teams, instead of one offsite and one

onsite. The licensee indicated that it planned to remove unnecessary systems and components that are only needed for an operating plant, such as the emergency response data system (slide 10). The NRC staff commented that the licensee should consider the process in Section 50.54(q) of Title 10 of the Code of Federal Regulations. The licensee also discussed items that would not change (slides 11 and 12). The licensee discussed that it had consulted with other agencies (slide 13). The NRC staff commented that the licensee should attach letters from the consulted agencies to the proposed LAR.

The licensee indicated that it plans to submit the post-shutdown EP LAR by early October 2021.

Thirteen members of the public were in attendance. The public did not provide any comments.

No regulatory decisions were made at the meeting.
