Title:

Pre-Submittal Meeting for License Renewal Application for Comanche Peak Nuclear Power Plant, Unit Nos. 1 and 2 (CPNPP) - Environmental Date of Meeting: September 21, 2021, 11:00 am - 1:00 pm Location: Webinar Type of Meeting: This was an Observation Meeting in which attendees had the opportunity to observe the U.S. Nuclear Regulatory Commission (NRC) performing its regulatory function or discussing regulatory issues. Attendees had the opportunity to ask questions of the NRC staff or make comments about the issues discussed following the business portion of the meeting.

Purpose of the Meeting(s): NRC met with Luminant Company (Luminant) to discuss the preparation of the environmental report for the initial license renewal application for Comanche Peak Nuclear Power Plant, Unit Nos. 1 and 2 (CPNPP).

General Details:

The NRC staff held a public (observational meeting) with the applicant (Luminant) to discuss the preparation of an initial CPNPP license renewal application by Luminant, in the form of a webinar, on September 21,2021, 11:00 am to 1:00 pm. The meeting was attended by (a) NRC staff members from Rulemaking Environmental Financial Support division and Division of New and Renewed Licenses and (b) Luminant license renewal personnel and supporting related personnel. No member of the public was identified during the meeting. Staff conducted the pre-application public meeting, in accordance with 10 CFR 51.40 Consultation with NRC staff.

Summary of Meeting:

The meeting began with introductions of the NRC and Luminant staff, followed with an NRC presentation (ML21259A033): (a) License Renewal Review Process and Inputs into NRC Licensing Decision, (b) Environmental Review, (c) NRC Contact Information, and Question/Answer. Next, Luminant provided presentation (ML21259A035): (a) General Project Information, (b) Introduction to CPNPP, (c) Selected Discussion Topics, (d) License Renewal Lessons Learned, and (e) Additional Future Discussion Topics. The meeting ended with the phone line opened for the public to speak. No member of the public was identified, and no public comments were received.

NRC staff and the applicant discussed on a wide range of topics, including license renewal related refurbishment, status of compliance (Endangered Species Act, Clean Water Act, Historical Preservation Act, etc.), spent fuel storage, Severe Accident Mitigation Alternative, Tribal consultation, Environmental Justice analysis. The applicant intends to submit its application in the fourth quarter of calendar year 2022.
