SUMMARY

OF APRIL 4, 2023, PRESUBMITTAL MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST TO ADOPT TSTF-266, ELIMINATE THE REMOTE SHUTDOWN SYSTEM TABLE OF INSTRUMENTATION AND CONTROLS, AT PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID L-2023-LRM-0017)

On April 4, 2023, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Arizona Public Service Company (the licensee) via webinar. The purpose of this meeting was to discuss the licensees proposed license amendment request to adopt Technical Specification Task Force (TSTF) Traveler TSTF-266, Eliminate the Remote Shutdown System Table of Instrumentation and Controls, at Palo Verde Nuclear Generating Station, Units 1, 2, and 3. TSTF-266 does not have a safety evaluation, a model application, or a model safety evaluation. The meeting notice and agenda, dated March 22, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23081A116. A list of attendees is provided in the enclosure.

The licensee presented informational slides at the meeting, which are available in ADAMS at Accession No. ML23090A139. The licensees presentation included an overview of TSTF-266, proposed technical specifications and technical specifications bases changes, precedents, and a submittal timeline. The NRC staff discussed the need to identify variations from TSTF-266 or the standard technical specifications and to provide a justification for why TSTF-266 is still applicable.

No members of the public called into the meeting. No regulatory decisions or commitments were made at the meeting. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
