OF THE LICENSE RENEWAL ENVIRONMENTAL AUDIT (EPID NUMBER:

L2022LNE0004) (DOCKET NUMBERS: 50445 AND 50446)

Dear Ken Peters:

A review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff) participated in a remote audit during the week February 20, 2023, for Comanche Peak Nuclear Power Plant, Units 1 and 2, as part of the license renewal application environmental review. The goal of the audit was to gather information to ensure that the environmental requirements for license renewal, as codified in title 10 of the Code of Federal Regulations part51, were met. A letter dated February 14, 2023 (Agencywide Documents Access and Management System (ADAMS)ML23044A326) was sent containing an audit plan.

An entrance meeting was held on February 20, 2023, to introduce participants and discuss audit logistics. During the remainder of the site audit, the NRC staff participated in smaller groups (breakout sessions) with the applicant representatives to address the audit needs identified in the audit plan. Consistent with the audit needs in the audit plan, the following information-need topics were discussed: air quality, aquatic resources, federally protected ecological resources, geologic environment, human health, replacement power alternatives, spent nuclear fuel, waste management, groundwater, surface water, land use and visual resources, socioeconomics, terrestrial resources. In addition, there were discussions during the applicant accompanied site tours related to the descriptions (or characterizations) associated with certain plant facilities:

reactors, turbine building, auxiliary building, sewage treatment plant, service water intake, circulating water discharge, transmission lines and switchyard, independent spent nuclear fuel storage installation, meteorological tower, noise-sensitive receptors, Comanche Creek Reservoir (formerly Squaw Creek Reservoir), Lake Granbury, proposed onsite alternative power generation locations, plant intake and discharge, liquid waste system and discharge locations, gaseous radwaste system and discharge locations, mixed waste storage area, plant systems, structures, and components related to potential sources for groundwater contamination and locations or locations of past releases. The enclosure to this letter provides a list of NRC representatives and those who participated in the audit.

At the conclusion of the audit, the NRC staff summarized the status of the review with the applicant representatives during the exit meeting. Many of the NRCs questions identified in the audit plan or during the audit were answered through the conduct of the audit. Those that were May 18, 2023 answered but would be needed to be used in the site-specific Supplemental Environmental Impact Statement will be (a) submitted as supplement to the application, (b) as responses to requests for additional information (RAI), or (c) as responses to requests for confirmation of information (RCI). The applicant did not identify any items that it would supplement as a part of the license renewal application. On April 13, 2023, the NRC staff issued a letter containing RCIs (ML23068A073). On May 9, 2023, the NRC staff issued a letter containing RAIs (ML23068A056).

While the NRC staff did not identify any significant environmental issues during this audit, the staff indicated that the environmental review was ongoing and that any additional information necessary to support the review would be formally requested via the RAI process, during the review.
