SUMMARY
OF PRE-SUBMITTAL MEETING
Dear Ms. Gerfen:
On December 8, 2022, the U.S. Nuclear Regulatory Commission (NRC, or the staff) held a public meeting with Pacific Gas and Electric Company (PG&E) to discuss particular technical topics for the preparation of information to support license renewal of Diablo Canyon Power Plant (DCPP), Units 1 and 2. The slides for PG&Es presentation are available at Agencywide Documents Access and Management Systems (ADAMS) Accession No. ML22339A102.
The public meeting notice can be found under ML22339A238. This meeting notice was also posted on the NRC public website.
The Meeting Agenda and List of Attendees can be found in Enclosures 1 and 2, respectively.
Summary:
The purpose of the meeting was for the NRC staff and PG&E to discuss particular technical topics for the preparation of information to support license renewal of DCPP, Units 1 and 2.
PG&E provided and overview on the background, timing and duration related to the DCPP license renewal activities. PG&E also presented slides related to environmental report updates and their plans for considering operating experience in future license renewal activities. There was technical discussion between the NRC staff and PG&E on severe accident mitigation alternatives analysis and the status of DCPP reactor vessel coupon withdrawals. Due to teleconference technology issues during the meeting, some NRC staff were not able to ask questions remotely. Their questions, which concerned the timing of receiving information on revised aging management programs to support inspections as well as a clarification of the reactor vessel aging management program and time-limited aging analysis, will be addressed at a future public meeting.
There were questions from members of the public during the public comments portion of the meeting. These were also affected by technology issues. The NRC welcomes any questions or comments from the public related to this meeting at the future public meeting discussed above.
Furthermore, the NRC would like to sincerely apologize for the technological issues. This is unacceptable. A member of the Office of the Chief Information Officer has been engaged to assist with the future meetings related to Diablo Canyons license renewal.
