SUMMARY

OF PRE-SUBMITTAL MEETING

Dear Ms. Gerfen:

On December 8, 2022, the U.S. Nuclear Regulatory Commission (NR C, or the staff) held a public meeting with Pacific Gas and Electric Company (PG&E) to discuss particular technical topics for the preparation of information to support license re newal of Diablo Canyon Power Plant (DCPP), Units 1 and 2. The slides for PG&Es presentation are available at Agencywide Documents Access and Management Systems (ADAMS) Accession No. ML22339A102.

The public meeting notice can be found under ML22339A238. This meeting notice was also posted on the NRC public website.

The Meeting Agenda and List of Attendees can be found in Enclos ures 1 and 2, respectively.

Summary:

The purpose of the meeting was for the NRC staff and PG&E to di scuss particular technical topics for the preparation of information to support license re newal of DCPP, Units 1 and 2.

PG&E provided and overview on the background, timing and durati on related to the DCPP license renewal activities. PG&E also presented slides related to environmental report updates and their plans for considering operating experience in future license renewal activities. There was technical discussion between the NRC staff and PG&E on seve re accident mitigation alternatives analysis and the status of DCPP reactor vessel cou pon withdrawals. Due to teleconference technology issues during the meeting, some NRC s taff were not able to ask questions remotely. Their questions, which concerned the timing of receiving information on revised aging management programs to support inspections as wel l as a clarification of the reactor vessel aging management program and time-limited aging analysis, will be addressed at a future public meeting.

There were questions from members of the public during the publ ic comments portion of the meeting. These were also affected by technology issues. The NR C welcomes any questions or comments from the public related to this meeting at the future public meeting discussed above.

Furthermore, the NRC would like to sincerely apologize for the technological issues. This is unacceptable. A member of the Office of the Chief Information O fficer has been engaged to assist with the future meetings related to Diablo Canyons lice nse renewal.
