U.S. Nuclear Regulatory Commission Public Meeting Summary

Title:

Pre-Submittal Meeting for the Comanche Peak Initial License Renewal Application Meeting Identifier: 20201387 Date of Meeting: January 12, 2021, 1:00 p.m. to 3:00 p.m.

Location: Microsoft Teams Type of Meeting: This was an Observational (formerly Category 1) meeting. The public was invited to observe this meeting and had one or more opportunities to communicate with the U.S. Nuclear Regulatory Commission (NRC) after the business portion of the meeting but before the meeting was adjourned.

Purpose of the Meeting(s):

Discussion between Luminant Generation Company, LLC (Luminant) and the NRC staff about Comanche Peak Nuclear Power Plant Unit Nos. 1 and 2 (Comanche Peak) severe accident mitigation alternatives (SAMA) analysis for the initial license renewal application (LRA).

General Details:

The NRC staff held a public meeting with Luminant for a pre-application discussion regarding Luminants future submittal of an initial LRA for Comanche Peak. The meeting began at 1:00 p.m. and ended approximately 3:00 p.m. There were seven NRC staff members, five Luminant representatives, four Enercon representatives, one Westinghouse representative and two members of the public present. The meeting began with introductions of the NRC staff, Luminant, Enercon, and Westinghouse.

Summary of Meeting:

The discussion focused on Luminant preparation of the SAMA analysis for the environmental report (ER) which will be submitted as part of the initial LRA in calendar year 2022.

Luminants Items of Note

- Comanche Peak 40-year licenses for Unit 1 and 2 expire in 2030 and 2033, respectively.

- Luminant plans to submit the initial LRA by October-December 2022. With an NRC review of 1.5 to 2 years, Luminant will have from mid-2024 to 2030 to engineer, plan and implement commitments.

- Luminant performed a severe accident mitigation design alternatives (SAMDA) analysis in 1989 as part of the initial operating license.

- In accordance with a Part 51 rule issued in 1996, Comanche Peak does not need to submit a full SAMA analysis for license renewal because the SAMDA analysis was reviewed as part of initial licensing. Luminant needs to conduct a thorough review of new and potentially significant information. For this reason, Luminant will do a SAMA analysis.

Enclosure

- Luminant will perform SAMA analysis using methodology in NUREG/BR-0184, Regulatory Analysis Technical Evaluation Handbook, and guidance provided in Nuclear Energy Institute (NEI) 05-01, Severe Accident Mitigation Alternatives (SAMA) Analysis.

In addition, Luminant will use NRC guidance contained in Section 5.1 and 5.2 of NUREG-1555, Environmental Standard Review Plan.

- Luminant will review industry practices and lessons learned from recent license renewal and subsequent license renewal applications, by using NEI 17-04, Model Subsequent License Renewal New and Significant Assessment Approach for SAMA.

- The SAMA analysis will be performed in two phases: Phase 1, a qualitative analysis, and Phase 2, a quantitative analysis (cost-benefit analysis).

NRC Staff Items of Note

- NUREG/BR-0184 has been reviewed by NRC staff and it has new insightful information that may help the licensee. The new revision is under Commission review. Staff recommends that Luminant review the new revision after that is made public.

- Since Luminant is considering the use of NEI 17-04, staff recommended for the applicant to consider the possibility of the need to perform Stage 2 or Stage 3 evaluations of the NEI guidance.

Public Participation Themes:

No members of the public announced themselves on the phone or informed the NRC staff that they were participating in the teleconference.

Action Items/Next Steps:

The NRC staff will prepare and issue a meeting summary.

Luminant will continue development of their initial LRA.
