OF NOVEMBER 12, 2020, TELECONFERENCE WITH VISTRA OPERATIONS COMPANY LLC TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST REGARDING ONE-TIME TECHNICAL SPECIFICATION REVISION TO REPLACE A STATION SERVICE WATER PUMP (EPID L-2020-LRM-0100)
On November 12, 2020, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Vistra Operations Company LLC (the licensee). The purpose of the meeting was to discuss a proposed expedited license amendment request to make a one-time technical specification (TS) change to support the replacement of a station service water (SSW) pump at Comanche Peak Nuclear Power Plant, Unit No. 2. The licensee indicated that the Unit No. 2 SSW pump 2-02 has experienced some alarms and reduced operating parameters. The licensee wants to replace the pump in the February 2021 to March 2021 timeframe to allow reliable plant operation over the summer and until the next Unit No. 2 refueling outage in the fall of 2021. The licensee indicated that the current completion times of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for the applicable TSs (TS 3.7.8, Station Service Water System (SSWS), Condition B; One SSWS train inoperable, Required Action B.1; and TS 3.8.1, AC [Alternating Current] Sources - Operating, Condition B, One DG [Diesel Generator] inoperable, Required Action B.4) are not sufficient to replace a SSW pump. The meeting notice and agenda, dated October 28, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20302A269. A list of attendees is enclosed.
The licensee presented informational slides at the meeting, which can be found in ADAMS at Accession No. ML20314A342. During the meeting, the licensee provided background information on the SSW system, the required and alternate diesel generators, the proposed TS changes, and the deterministic and risk insight approaches used to justify the changes. The licensee also indicated that it was still evaluating lessons learned from a just completed SSW pump replacement on Unit No. 1, its schedule for the Unit No. 2 SSW pump replacement, and the proposed duration of the completion times (7 or 8 days). The licensee and the NRC staff discussed each of these topics. The licensee indicated that the it would consider the topics discussed in preparing its license amendment request.
No members of the public attended; no public meeting feedback forms were received. No regulatory decisions were made at the meeting.
