SUMMARY
OF THE JANUARY 4, 2024, PUBLIC MEETING TO DISCUSS COMANCHE PEAKS STRUCTURES MONITORING AGING MANAGEMENT PROGRAM By letter dated October 3, 2022 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML22297A247), Vistra Operations Company LLC (Vistra) submitted an application for license renewal of Facility Operating License Nos. NPF-87 and NPF-89 for Comanche Peak Nuclear Power Plant, Units 1 and 2, to the U.S. Nuclear Regulatory Commission (NRC or staff), pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants.
On January 4, 2024, an observation public meeting was held between the NRC and Vistra to discuss the license renewal application (LRA) supplement (ML23340A191) dated December 6, 2023, which included changes to the Structures Monitoring aging management program (AMP). The public meeting notice (ML23356A031) can be found on the NRC public website.
In support of the public meeting, the NRC staff provided discussion topics and comments (ML23355A268) on the LRA supplement to Vistra prior to the meeting. Vistra began the discussion by providing a background on their approach to developing and implementing the Structures Monitoring AMP and their approach to responding to the NRC comments on the LRA supplement. Vistra then began discussing their response to each of the staffs discussion topics and comments.
The first discussion topic was related to the periodic inspection and cleaning of the spent fuel pool, fuel transfer canal, and refueling cavity. Vistra provided additional information regarding the activities that will be conducted during cleaning and how periodic inspection and cleaning of the spent fuel pool is included within the Structures Monitoring AMP and associated procedures and preventative maintenance activities. Based on the discussion, the staff did not have any additional questions.
The second discussion topic was related to sampling and analyzing discharge from the leak chase system based on specific parameters, as well as the inspection frequency of
the tell-tale drains. Vistra provided additional information regarding its methodology and activities it plans to implement to evaluate the inspection frequency and to determine if the frequency will need to be updated. The NRC staff noted that, based on the operating experience, additional details regarding the inspection frequency may be needed to determine if the frequency is appropriate for the period of extended operation.
The third discussion topic was related to the need for periodic video probe inspections of tell-tale drains to detect development of blockages. Vistra provided additional information regarding how the use of video probes was included within the Structures Monitoring AMP. Based on the discussion, the staff did not have any additional questions.
The fourth discussion topic was related to inspections to detect evidence of leakage of the spent fuel pool, fuel transfer canal, and refueling cavities. Vistra provided additional information regarding the walkdowns and inspections of the refueling cavities that are conducted within the Structures Monitoring AMP. The NRC staff noted that additional information may be needed to determine that the refueling cavity is appropriately addressed in the Structures Monitoring AMP and associated procedures and preventative maintenance activities.
The fifth discussion topic was related to the types of data collected and the activities that are included during inspection and cleaning of the tell-tale drains. Vistra provided additional information regarding the system configuration that enables sampling during the inspection, the parameters that will be collected, and the methodology used to collect the data for those parameters. Based on the discussion, the staff did not have any additional questions.
The sixth discussion topic was related to acceptance criteria for the parameters that are monitored for the spent fuel pool leak detection system. Vistra provided additional information regarding the methodology and activities it plans to implement and the parameters and data that will be evaluated to determine the appropriate acceptance. The staff noted that, based on the operating experience, additional details may be needed to determine if the acceptance criteria for the parameters monitored will be appropriate for the period of extended operation.
The seventh discussion topic was related to corrective actions taken if blockage is found inside the leak chase channel of the spent fuel pool, fuel transfer canal, and the refueling cavity. Vistra provided additional information on the activities and locations that are included in cleaning the tell-tale drains in these structures. Based on the discussion, the staff did not have any additional questions.
For the discussion topics where the NRC staff noted that additional information may be needed, Vistra noted that it will consider submitting an LRA supplement to provide additional information to address the staffs comments and questions.
After the discussion between the NRC staff and Vistra, the meeting was opened to the public for any comments or questions. There were no comments or questions submitted during this time.
