SUMMARY

OF MAY 25, 2023, PRESUBMITTAL MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS PLANNED SUBMITTAL OF A LICENSE RENEWAL COMMITMENT REGARDING ASME CODE, SECTION XI, APPENDIX L, OPERATING PLANT FATIGUE ASSESSMENT, ALTERNATE APPROACH TO PRESSURIZER SURGE LINE INSPECTIONS AT PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID L-2023-LRM-0031)

On May 25, 2023, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Arizona Public Service Company (the licensee) via webinar. The purpose of this meeting was to discuss the licensees planned submittal of a license renewal commitment regarding American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),Section XI, appendix L, Operating Plant Fatigue Assessment, at Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (Palo Verde). The meeting notice and agenda, dated May 4, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23124A076. A list of attendees is provided in the enclosure.

The licensee presented informational slides at the meeting, which are available in ADAMS at Accession No. ML23144A025. During the period of Palo Verde extended operation, the licensee committed to monitor the effects of environmentally assisted fatigue of the reactor coolant pressure boundary. Per section 19.2.1, Metal Fatigue of Reactor Coolant Pressure Boundary, of the Updated Final Safety Analysis Report (ML21201A262), the licensee has committed as one of the monitoring ways to perform a flaw tolerance evaluation and impose component-specific inspections under the ASME Code,Section XI, appendices A, Analysis of Flaws, or C, Evaluation of Flaws in Piping (or their successors), and obtain required approvals from the regulatory agency. The licensee plans to submit the application for NRC approval in June 2023.

The licensees presentation included an overview of the management of environmentally assisted fatigue from thermal stratification in the pressurizer surge line caused by the temperature difference between the pressurizer and the reactor coolant system hot leg. The surge line can undergo significant thermal fatigue usage caused by insurges and outsurges.

The licensee committed to maintain a periodic inspection program that will require the inspection of all surge line welds and elbows at a 10-year frequency, the maximum specified in ASME Code,Section XI, appendix L. The licensee will perform volumetric examinations using acceptance criteria established in ASME Code,Section XI, subsection IWB, for welds and Section III, NB-2500, for elbow base metal.

No members of the public called into the meeting. No regulatory decisions or commitments were made at the meeting. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
