SUMMARY

OF APRIL 27, 2022, CLOSED TELECONFERENCE WITH PACIFIC GAS AND ELECTRIC COMPANY REGARDING ALTERNATIVE SECURITY MEASURES FOR EARLY WARNING SYSTEM LICENSE AMENDMENT REQUEST FOR DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2 (EPID L-2022-LLA-0029)

On April 27, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with representatives of Pacific Gas and Electric Company (the licensee). The purpose of the meeting was to discuss a license amendment request (LAR) submitted by the licensee for Diablo Canyon Nuclear Power Plant, Units 1 and 2 (Diablo Canyon), that would approve alternative security measures for the early warning system (EWS) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22048A526). The meeting was closed to public participation due to the discussion of security-related information. The meeting notice and agenda dated April 13, 2022, are available in ADAMS at Accession No. ML22103A071. A list of attendees is enclosed.

During the meeting, the licensee provided an overview of the LAR and discussed the intent of its submittal. The Diablo Canyon EWS allows for a more rapid security response and a more effective and efficient use of security personnel, equipment, and programs. The licensee indicated that its assessment showed that the proposed alternative security measures meet the same performance objectives in Title 10 of the Code of Federal Regulations (10 CFR)

Section 73.55(i) and provide a level of protection equal to the 10 CFR 73.55(i) requirements.

The licensee requested approval of the LAR to address NRC inspection findings of very low security significance (Green), and to ensure a common understanding of the applicable requirements and implementation of the EWS.

The NRC staff asked clarifying questions. After the meeting, the NRC staff provided a summary of the discussion questions to the licensee (ML22122A181; security-related information, not publicly available).

No regulatory decisions were made at the meeting.
