SUBJECT:

SUMMARY

OF JANUARY 10, 2022, PRE-SUBMITTAL TELECONFERENCE WITH WOLF CREEK NUCLEAR OPERATING CORPORATION REGARDING A LICENSE AMENDMENT REQUEST TO USE PORTABLE LIGHTING FOR WOLF CREEK GENERATING STATION, UNIT 1 (EPID L-2021-LRM-0118)

On January 10, 2022, an Observation public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Wolf Creek Nuclear Operating Corporation (the licensee). The purpose of the pre-submittal teleconference was to discuss a potential license amendment request (LAR) that would permit the use of portable lighting in the fire protection program for Wolf Creek Generating Station, Unit 1 (Wolf Creek). The licensees presentation slides are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21333A151. The meeting notice and agenda, dated December 2, 2021, are available in ADAMS at Accession No. ML21336A529. A list of attendees is provided in the Enclosure.

The licensee indicated that the proposed LAR would permit the use of a diverse strategy for providing emergency lighting for operator manual actions consisting of the existing 8-hour fixed battery units, portable hardhat-mounted headlamps, and 1.5-hour battery units for life safety applications. The licensee discussed the test results of the portable headlamps compared with the fixed battery units and that the LAR would provide the basis for its proposed strategy. The licensee cited the NRC staff approval of use of flashlights by other licensees as precedents.

Wolf Creek indicated that its tentative submittal date was mid-April of 2022.

During the teleconference, the NRC staff commented that the licensee should consider the following:

Discussion of the feasibility and reliability analysis consistent with guidance in NUREG-1852, Demonstrating the Feasibility and Reliability of Operator Manual Actions in Response to Fire.

Non-applicability of National Fire Protection Association's Standard 805 (NFPA 805) as a precedent because NFPA 805 does not have requirements for emergency lighting, and the feasibility criteria are up to the licensees.

Screening out of non-applicable precedent exemptions, such as those related to the general yard areas.

Discussion of dedication process for headlamps for the proposed application.

Discussion of batteries and chargers for headlamps.
