SUMMARY

OF NOVEMBER 19, 2020, PRE-SUBMITTAL TELECONFERENCE WITH WOLF CREEK NUCLEAR OPERATING CORPORATION REGARDING AN EMERGENCY RESPONSE ORGANIZATION STAFFING LICENSE AMENDMENT REQUEST (EPID L-2020-LRM-0104)

On November 19, 2020, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Wolf Creek Nuclear Operating Corporation (the licensee). The purpose of the pre-submittal teleconference was to discuss a potential license amendment request (LAR) that would modify the current on-shift minimum required Emergency Response Organization staffing at Wolf Creek Generating Station, Unit 1 (Wolf Creek). The licensees presentation slides are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20310A223. The meeting notice and agenda, dated November 5, 2020, are available in ADAMS at Accession No. ML20310A030. A list of attendees is provided in the Enclosure.

The licensee indicated that the proposed LAR would reduce on-shift Emergency Response Organization staffing by two Nuclear Station Operators and one Radiation Protection Technician by reassigning their duties. The licensee cited the staff approval of a similar LAR from Southern Nuclear Operating Company as a precedent. Wolf Creek indicated that its projected submittal date was by the end of the first quarter of 2021.

During the teleconference, the NRC staff commented on the importance of having two Radiation Protection Technicians in the control room during the first 60 minutes of an accident. The NRC staff has considered industry practices in preparing the guidance in NUREG-0654, Revision 2, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants: Final Report (NUREG-0654/FEMA-REP-1).

Wolf Creek would need to provide plant-specific justifications for any deviations.
