SUMMARY

OF MARCH 1, 2023, PRESUBMITTAL MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS PROPOSED 10 CFR 20.1703 AND 20.1705 REQUESTS TO USE SUPPLIED AIR SUITS AT PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID L-2022-LRM-0081)

On March 1, 2023, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Arizona Public Service Company (the licensee) via webinar. The purpose of this meeting was to discuss the licensees proposed Title 10 of the Code of Federal Regulations (10 CFR) Sections 20.1703, Use of individual respiratory protection equipment, and 20.1705, Application for use of higher assigned protection factors, requests to use supplied air suits at Palo Verde Nuclear Generating Station, Units 1, 2, and 3.

The meeting notice and agenda, dated February 17, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23048A058. A list of attendees is provided in the enclosure.

The licensee presented informational slides at the meeting, which are available in ADAMS at Accession No. ML23055B057. The licensees presentation included a description of the issue, proposed application options, precedents, and a submittal. The NRC staff discussed the type of information required by the regulation and the type of information included in previous submittals. The NRC staff also discussed the type of commitments that are made in the request to ensure the use of supplied air suits are appropriately incorporated into a licensees radiation protection program.

One member of the public called into the meeting. The member of the public provided some background on why the National Institute for Occupational Safety and Health (NIOSH) has not tested supplied air suits and some Department of Energy experience with supplied air suits.

No regulatory decisions or commitments were made at the meeting. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
