Gentlemen:

Millstone Nuclear Power Station, Unit No. 3 NRC Bulletin No. 88-01 Defects in Westinghouse Circuit Breakers Roterence (1) requires licensees using certain Westinghouse circuit breakers to perform inspections of those breakers. Reference (2) provided Northeast Nuclear Energy Company's (NNECO) initial response to Reference (1). As described in Reference (2), the two reactor trip breakers and two bypass breakers did not meet all of the Reference (1) short term inspection acceptance criteria. Therefore, the pole shafts for all four breakers were replaced during the recently completed refueling outage. All actions required by this Bulletin are now complete.
