Document Control Desk Washington, DC 20555-0001 Millstone Nuclear Power Station, Unit No.1 Quality Assurance Procram in.a letter dated July 21, 1998, the Northeast Nuclear Energy Company (NNECO) informed the NRC that the Board of Directors of NNECO had decided to permanently cease operations at the. Millstone Station Unit No.1, and that the fuel had been permanently removed from the reactor. As a result, NNECO is reviewing its programs with the intent of making revisions to reflect the current plant status. To assist in transitioning the Quality Assurance Program from a normally operating power facility to a defueled plant undergoing decontamination and decommissioning, NNECO will first adopt, in its entirety, the last approved Northeast Utilities Quality Assurance Program

.(NUQAP) Topical Report, Revision 21, dated June 30,1999, as the Millstone Unit No.1 Northeast Utilities Quality Assurance Program.

This action is purely administrative. All regulatory commitments in the NU Topical Report will remain unchanged. This administrative action will allow Millstone Unit No.1 to make necessary changes unencumbered by activities and revisions focused on the f operational needs of Millstone Unit Nos. 2 and 3. It will also allow Millstone Unit Nos. 2 O and 3 to make necessary changes unencumbered by activities and revisions focused on the decommissioning needs of Millstone Unit No.1.

The next required update of the Millstone Unit No.1. Northeast Utilities Quality Assurance Program will remove any references to other facilities, define the new organizational structure at Millstone Station Unit No.1, and address any other needed ch revisions, in accordance with 10 CFR 50.54(a). Similarly, Revision 22 to the Northeast Utilities Quality Assurance Program Topical Report will delete appropriate references to Millstone Station Unit No.1 and address any other needed revisions. Revision 22 will be submitted to the NRC in accordance with 10 CFR 50.54(a) and 50.71(e).

There are no regulatory commitments contained within this letter.
