Dear Mr. Necci:

Enclosed is a copy of the Environmental Assessment and Finding of No Significant impact related to your application for exemption dated August 3,1999. The proposed exemption would provide relief from a requirement of 10 CFR Part 50, Appendix E, item IV.F.2.c to conduct a full l

participation exercise of the offsite emergency plans every 2 years. The proposed exemption would provide for the conduct of the Nuclear Regulatory Commission (NRC)- and Federal i

Emergency Management Agency (FEMA)-evaluated emergency preparedness exercise to be performed in March of 2000 rather than September 1999, and that all future NRC/ FEMA-l evaluated exercises occur biennially from the year 2000. This exemption request was submitted as the result of the annual NRC Region I, FEMA Regions I, ll, and lit exercise L

scheduling meeting held in White Plains, New York, in December 1998. At this meeting, l

representatives of the States of Connecticut and New York verbally concurred with j

rescheduling the NRC/ FEMA evaluated exercise for the Millstone site
