Dear Mr. Necci:

l By letter dated' August 3,1999, you requested an exemption from the requirements of .10 CFR Part 50, Appendix E, Sections IV.F.2.c. regarding the conduct of a full-participation exercise in September 1999, at Millstone Nuclear Power Station, Unit Nos.1,2, and 3 (Millstone). The proposed exemption would allow the biennial full-participation emergency preparedness l exercise to be performed in March of 2000 rather than September 1999, and allow future full- l

. participation exercises to be scheduled biennially from the year 2000. - You indicated that this  !

- exemption request was submitted as the result of the annual Nuclear Regulatory Commission Region I and Federal Emergency Management Agency Regions I,11, and ill exercise scheduling meeting held in White Plains, New York, in December 1998. At this meeting, ,

representatives of the States of Connecticut and New York verbally concurred with l rescheduling the biennial full-participation exercise for the Millstone site.

Tha staff has completed its review of the request for exemption and determined that the request for exemption be granted in accordance with 10 CFR 50.12(a)(2)(v).
