NNECO has re-evaluated its options for this program and is modifying the commitment i made in the May 5,1998 letter. This change has no impact on any Millstone unit's compliance with surveillance requirements.

In a letter dated August 12,1997,* NNECO described the final results of a review of j the Passport Work Management System for surveillance scheduling and tracking as an alternative to the Production Maintenance Management System (PMMS). Based on ,

this review, NNECO had decided to implement the Passport Work Management System at Millstone Unit No.1 as a pilot program, and, contingent upon successful testing at Millstone Unit No.1, utilize Passport at Millstone Unit Nos. 2 and 3 as well.

As indicated in the May 5,1998 letter, after approximately 8 months of use at Millstone Unit No.1, and with the expectation that all three units would resume power operation, f /

NNECO committed to proceed with implementation of the Passport Work Management /

System at Unit Nos. 2 and 3 after their recovery. However, with the subsequent

, U.S. Nucirr Regulatory Commission B17845\Page 2 decision to permanently cease operations at Millstone Unit No.1, NNECO has not had the opportunity to test the effectiveness of the Passport Work Management System during normal power operation. Furthermore, a recent self-assessment has determined that an upgrading of the existing PMMS has become a viable option thst would provide functionality equivalent to the Passport Work Management System with an added advantage stemming from the familiarity of site personnel with PMMS use.

Therefore, NNECO is currently reconsidering the options for surveillance scheduling and tracking methodologies to be incorporated in the Standardized Station Surveillance Program. The present PMMS/ Access system is adequate for controlling surveillance scheduling and tracking, and its use by Millstone Unit Nos. 2 and 3 will be continued until an improved altemate is selected and implemented. By April 1,2000, NNECO will provide improved surveillance scheduling and tracking as part of the Standardized Station Surveillance Program for Millstone Unit Nos. 2 and 3.

The previous commitment to implement Passport for surveillance scheduling and tracking is superseded by a new commitment which is listed in Attachment 1.
