-The purpose of this correspondence is to inform the Nuclear Regulatory Commission (NRC) Staff of Northeast Nuclear Energy Company's (NNECO) request to withdraw the license- amendment application pertaining to the 24 month steam generator tube inspection surveillance extensions as presented in letters from NNECO dated July 26,1995,N and March 11,1999*.

NNECO's decision is based upon the ongoing industry effort, sponsored by the Nuclear Energy Institute (NEI) Steam Generator issues Task Force (SGTF) in conjunction with the NRC Staff, to address regulatory and technical issues related to the development of

. a generic license change package that will implement the steam generator program guidance presented .in NEl 97-06 " Steam Generator Program Guidelines". NEl anticipates submitting the generic package to the NRC in October 1999.

In consideration of the above the prudent course of action for NNECO is to await issuance of the a,pproved generic license change package and from it develop a Millstone Nuclear Power Station, Unit No. 3 specific submittal.
