Gentlemen:

Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. 1, 2 and 3 Response to NRC Bulletin No. 88-01 using Westinghouse DS-206, Reference (1) requires licensees DSL-206, DS-416, DSL-416, and DS-420 circuit breakers in Class 1E applications to perform certain inspections described in Refer-ence (2) and amended by Reference (1). Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO) hereby inform the NRC Staff that the only such breaker applications in any Northeast Utilities operated nuclear unit are the two reactor trip breakers and the two reactor trip bypass breakers at Millstone Unit No. 3 for a total of four (4) breakers, which are Model DS-416.

Russell A07039/ Pag 3 2 March 25, 1988 The 30-day inspection of the three main pole shaft welds for the Millstone Unit No. 3 reactor trip breakers (both main and bypass) was completed by February 25, 1988. All four breakers failed to meet the acceptance criteria 6.1.1.a and 6.1.1.b of Reference (2). However, they did meet all of the acceptance criteria 6.1.2 as amended by Reference (1). These breakers will continue to be inspected as required by section 6.2.2 until the pole shafts have been replaced. The long term inspection will be completed prior to the restart following the second refueling outage, which is currently scheduled to start in June 1989.

The results of the long term inspection will be submitted to you within 30 days of the inspection. If there are any further questions, please do not hesitate to contact my staff.
