Chance 3 The purpose of"this letter is to inform the NRC Staff that Change 3 to Revision 25 of the Millstor,e Nuclear Power Station Emergency Plan was implemented on July 15,1999.-

This change removes the facility organizational charts fram the Emergency Plan and identifies their relocation to the Northeast Utilities Otality Assurance Topical Report (NUQAP). This change also includes the removal of the North'east l Utilities Common (NUC) designator from a number of procedures to reflect that j these procedures are no longer applicable to the Haddam Neck Plant.

Northeast Nuclear Energy Company has reviewed this change in accordance with 10CFR50.54(q) and has determined that this change does not decrease the effectiveness of the plan. ' The plan, as changed, continues to meet the intent of the standards of 10CFR50.47(b) and the requirements of Appendix E to 10CFR50.

There are no regulatory commitments contained within this letter.
