Dear Mr. Necci:

This letter refers to an investigation conducted at the Millstone Nuclear Power Station by the NRC Office of Investigations (01) Field Office, Region 1. On November 12,1998, Ol initiated an investigation to determine if a former Senior Health Physics Technician was being denied employment at Millstone in retaliation for having raised safety concerns in the past. Based upon the evidence developed during the investigation, this concern was not substantiated. Enclosed 1

with this letter is a synopsis from 01 Report 1-1998-045.

No reply to this letter is necessary. In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and the enclosure will be placed in the NRC Public Document Room (PDR).

Office of Investigations (OI), Region 1, to determine if a former Senior Health Physics J Technician (Hirr), previously employed by Bartlett Nuclear, Incorporated (BNI) at Northeast I Utilities' Millstone Station, was being denied employment at MS in retaliation for having raised safety concems in the past. I Based upon the evidence developed during this investigation, OI could not substantiate that the former Senior HPT had been, or was being, denied employment at MS in retaliation for having raised safety concerns in the past.
