Dear Ms. Concannon and Mr. Woollacott:

On July 15,1999, the Connecticut Nuclear Energy Advisory Council (NEAC) and U.S. Nuclear Regulatory Commission (NRC) held a meeting in Waterford, Connecticut. As requested during that meeting, the enclosed Staff Requirement Memorandum (SRM) response, dated May 25,1999, provides the actions the NRC staff plans for continued oversight of the safety-conscious work environment (SCWE) and employee concerns program (ECP) at the Millstone Nuclear Power Station (Millstone). The plan includes criteria to determine if increased regulatory actions are warranted. The plan also provides for periodic assessments until ongoing organizational changes and further improvements to the ECP/SCWE at Millstone are achieved.

In addition, much of the publicly available NRC information is located on the NRC's Webpage located at www.nrc. gov under the " News & Information" link. Two valuable sources in that link are the " Selected Reports" in the " Documents" category and the " Staff Papers" in the

" Commission" category. Under " Selected Reports", you will find a link to Millstone specific information, while in the " Staff Papers" link, you will find indexes of staff papers to the Commission, SRMs, Commission voting records, and other related documents. While the staff will continue to work closely with members of the NEAC to ensure your informational needs are met, these links should provide valuable information that you can readily access.
