Dear Mr. Martin:

Millstone Nuclear Power Station, Unit No. 2 Steam Generator Safety Assessment In a lotter dated February 7, 1990,II) Northeast Nuclear Energy Company (NNECO) submitted the latest steam generator (S/G) eddy-current testing results and an overall safety assessment of the Millstone Unit No. 2 S/Gs as a result of the in-cycle outage in October 1989. On February 22, 1990, NNEC0 met with the NRC Staff to discuss the results of the in-cycle outage and the February 7, 1990 letter. A letter dated March 22,1990.gmaryofthatmeetingwasissuedbytheNRCina During the February 22, 1990 meeting, NNECO informed the NRC Staff of ongoing efforts to perform further burst tests on sample S/G tube.c and, as a result, committed to submit an analysis based upon the results of those burst tests.

Subsequently, in a telephone conversation on May 2, 1990 with the NRC Project Manager for Millstone Unit No. 2, it was requested that NNECO submit by May 14 a brief description of our corporate position regarding operation until the scheduled refueling outage. Based on this conversation and subsequent discus-sions with the Staff on May 8, 1990, the detailed bases for our corporate position will follow in a subsequent letter and/or a meeting with the Staff.

remainder of the current Cycle'10 is fully justified. The bases for that conclusion will be further detailed _ in a subsequent submittal and/or meeting with the Staff.
