Dear Mr. Necci:
. By letter dated September 30,1PM, the' Northeast Nuclear Energy Company (the licensee)
_ submitted a request for changes to certain commitments made on Action items 4.2.1,4.2.2,
.4.5.1, and 4.5.'2 with respect to Generic Letter (GL) 83-28 at Millstone Nuclear Power Station (Millstone), Unit 2. Since the implementation of GL 83-28, the licensee has been reevaluating
- its reactor trip circuit breaker (RTCB) maintenance program, trending RTCB parameters measured during testing, and performing ~on-line functional testing of the reactor trip system to
. ensure reliable RTCB operation. The licensee has determined that the RTCBs are being tested l
more frequently than necessary, which, in turn, could cause premature degradation of the breakers, and increase the probability of a test-induced plant transient. Therefore, the licensee
' proposes to modify commitments made for Action items 4.2.1,4.2.2,4.5.1, and 4.5.2 of GL 83-28 by providing additional justificab9ns or a safety basis for the changes.
- The staff has reviewed the proposed changes and did not identify any safety concerns, l.

MA3948) i Dear Mr. NeccP By letter dated September 30,1998, the Northeast Nuclear Energy Company (the licensee) submitted a request for changes to ::ertain commitments made on Action Items 4.2.1,4.2.2, 4.5.1, and 4.5.2 with respect to Generic Letter (GL) 83-28 at Millstone Nuclear Power Station (Millstone), Unit 2. Since the implementation of GL 83-28, the licensee has been reevaluating its reactor trip circuit breaker (RTCB) maintenance program, trending RTCB parameters measured during testing, and performing on-line functional testing of the reactor trip system to ensure reliable RTCB operation. The licensee has detennined that the RTCBs are being tested more frequently than necessary, which, in turn, could cause premature degradation of the breakers, and increase the probability of a test induceu plant transient.
