Financial Assurance Certification Report (Report) addresses the_ Commission's decommissioning j
nfinancing' requirements applicable to Millstone Units 1, 2,'and 3 (the Units). This report is m
submitted by. Northeast Utilities Sorvice Company (NUSCO) as agent on behalf of both the Units'
- Licensee, Northeast Nuclear Energy Company (NNECO) and the Units' co owners, which vary i

= depending on the specific Unit in question.
Millstone Unit No.1 Millstone Unit No.1 is a Bolling Water Reactor (BWR) licensed for 2,011 MWt for which NRC h ' '
License Number DPR-21 is currently and will continue to be in effect on July 26,1990 and l"

A copy of the related instrument, Master Trust Agreement, Reserve Funds for Millstone 1 Nuclear Unit Decommissioning Costs, is attached hereto, in addition to the funds being placed in the external trust, CL&P, as required by its state regulatory body, is accruing a portion of the Unit's i
depreciation collections from ratepayers in an internal reserve account established solely for decommissioning, it should be noted that the $163.6 million certification amount is based

solely on funds expected to be in the external trust.
Finally, NUSCO certifies that each Unit No.1 owner has agreed to be financially responsible for its share of Unit.No.1's decommissioning costs pursuant to the terms of the Amended and j
Restated Millstone Plant Agreement and the Acknowledgment of Financial Responsibility for Decommissioning, copies of which are attached.
Millstone Unit No. 2 Millstone Unit No. 2 is a Pressurized Water Reactor (PWR) licensed for 2,700 MWt for which 4
NRC License Number DPR 65 is currently and will continue to be in effect on July 26,1990 and thereafter. The Connecticut Light and Power Company (CL&P) and Western Massachusetts Electric Company (WMECO) own 81 and 19 percent respectively of Unit No. 2. In accordance with 10 CFR 50.75(c), NUSCO certifies that, utilizing the financing methodology described below, funds in the amount of at least $136.3 million (1990 dollars) will be available to decommission Millstone Unit No. 2.
This figure will be annually adjusted during the licensed operating life of Unit No. 2 by the adjustment factors defined in 10 CFR 50.75(c)(2).
