This letter is in response to your letter dated June 28, 1985, concerning your actions with regard to IE Information Notice 85-09 isolation transfer switches and post fire shut down capability. This Information Notice alerted licensees to the possibility that a fire may adversely impact transfer of control for the safe shut down systems from the main Control Room to the alternate shut down

-panel (s). This problem may occur from loss of control power when fuses common to both normal and alternate shutdown system circuits blow, prior to transfer and isolation of the affected control power circuits.

Your letter indicates that Vermont Yankee will not provide parallel or redun-dant fusing for the circuits involved because a) the possibility of fuses blowing is remote and b) Generic letter 81-12 recognized the possibility that fuses may have to be replaced and provided for fuse replacement.

With regard to the latter, we recognize that the wording of Generic Letter 81-12 does not specify when fuses may be replaced, i.e. during hot or cold shutdown. Fuse replacement is considered by the staff to be a repair and as such'10 CFR 50 Appendix R does not allow for fuse replacement during hot shut-down conditions.

You should contact the office of Nuclear Reactor Regulation for their positian and further clarification of this issue.
