Enclosed is a copy of the February 10,1999 letter from Vanessa E. Quinn, Acting Chief, State and Local Regulatory and Assessment Branch of the Federal Emergency Management Agency (FEMA) to Charles L. Miller, Chief of the Emergency Preparedness and Radiatiori Protection Branch, Division of Reactor Program Management, Office of Nuclear Reactor Regulation of the NRC, which forwards the subject report. Also enclosed is a copy of the February 2,1999 letter from Kay C. Goss, Associate Director for Preparedness, Training and Exercise of FEMA to The Honorable Howard Dean, M.D., Governor of Vermont informing him of the results of the subject i

report.

A copy of this report is being forwarded to you for your information. Based upon our brief review of the report, it appears that no significant problems exist with the alert and notification system for the Vermont Yankee Nuclear Power Station.
