SUBJECT:. NRC INTEGRATED INSPECTION REPORT 50-271/99-02
Dear Mr. Wanczyk:
On March 28,1999, the NRC completed an inspection at'your Vermont Yankee (VY) facility.
The enclosed report presents the results of that inspection.
During the six weeks covered by this inspection period, the conduct of activities at Vermont
Yankee was characteuzed by safe plant operations.' Long standing problems associated with
the torus water level instruments and the diesel generator fire suppression systems were -
appropriately resolved.
Based on the results of this inspection, the NRC has determined that three Severity Level IV
violations of NRC requirements occurred. These violations are being treated as Non-Cited
Violations (NCVs), consistent with Appendix C of the Enforcement Policy. These NCVs -
involved: (1) inadequate inservice testing of core spray check valves, as reported in Licensee
Event Report (LER) 50-271/99-002-00, (2) a diesel generator exhaust fan control that was not
set in accordance with procedures and (3) Inadequate procedures for the repair of main steam
isolation valves during the 1996 refueli6g outsje,.as reported in LER 50-271/98-009-01. These
NCVs are fudher described in the subject inebection report. If you contest the violation (s) or-
severity level of these NCVs, you should provide a response within 30 days of the date of this
inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN:
Document Control Desk, Washington DC 20555-0001, with a copies to the Regional
Administrator, Region 1; and the Director, Office of Enforcement, United States Nuclear -
