This letter transmits the report of the special maintenance team inspection led

by Mr. Leonard Cheung of this office from February 27 to March

Vermont Yankee Nuclear Power Station, Vernon, Vermont.

This inspection was performed as part of NRC's industry wide effort to

evaluate the effectiveness of maintenance activities at licensed power

-reactors.

The team concluded that Vermont Yankee Nuclear Power Station is

implementing a generally effective maintenance program.

The effectiveness of

this program appears attributable to a very capable and well motivated mainte-

nance staff.

The main area of needed improvement is your development of a set

of documents providing a comprehensive description and upgrade of expected

practices. -responsibilities and authorities to assure that good maintenance

activities continue in the future.

applicable section of the inspection report.

Appendix 4 presents a similar

listing and cross reference for unresolved items identified during the

inspection.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements as set forth in the

Notice of Violation, enclosed herewith as Appendix A.

The violation has been

categorized by severity level in accordance with the General Statement of

Policy and Procedure for NRC Enforcement Actions,10 CFR Part 2, Appendix C.

You are required to respond to this letter and in preparing your response, you

should follow the instructions in Appendix A.

We request that you notify us in writing of actions taken or planned in order

to enhance your maintenance activities in the areas where weaknesses were

identified and to resolve the identified unresolved items.

Please provide this

response within 60 days of receipt of this letter.
