Subject: NRC Region I. Inspection Report No. 50-271/90-09 [

This refers.to the routine resident safety inspection conducted by Messrs. ,

H. Eichenholz and T. Hiltz of this office on July 3 - August 12, 1990, at'the  :

Vermont Yankee Nuclear Power Station, Vernon, Vermont. The results of the

inspection were discussed with Mr. D. Reid at the-conclusion of the inspection. .

Based on the results of this inspection, it appears that_ one 'of your activities 3

was not conducted in full compliance with NRC requirements,'as set forth.in the-

Notice of Violation enclosed herewith as Appendix A. The violation concerns

the failure to prepare 10 CFR 50.59 safety evaluations and conduct the necessary

safety committee reviews required by your Technical Specifications prior to

making changes to your facility to address operational situations. In your  :

response to this Notice, you should follow the instructions included in  !

Appendix A.  ;
