Subject: Inspection No. 50-271/90-11

This letter refers to the special safeguards insnection conducted by Messrs.

R. J. Albert and G. C. Smith of this office on August 29-31, 1990, of

activities authorized by NRC License No. OPR-28 and to the discussions of our

findings held by Mr. Smith with Mr. Reid and other members of your staff at

the conclusion of the inspection.

Inspection Report which is enclosed with this letter. Within this area, the

inspection consisted of :clective examinations of procedures and

representative recons, interviews with personnel, and observations by the

inspectors.

Based on' the results of this inspection, it appears that two of your

activities were not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A. These

violations have been categorized by severity level in accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions," 10

CFR Part 2, Appendix C (Enforcement Policy). You are required to respond to

this letter, and in preparing your response, you should follow the

instructions in Appendix A.

As described in Section 2.3 of the enclosed inspection report, since 1978 the

NRC has issued several notifications to licensecs concerning the potential-for 1

inadequate / falsified rer.ords. . Pre-employment screening records were parti-

cularly emphasized in two of these notifications, one of which (Information

Notice 88-26) specifically alerted licensees to the need for conducting

appropriate audits (as required by 10 CFR 73.55(g)) of contractors who conduct

pre-employment screening. Despite these cautionary notifications, Violation A

in the enclosed Not!ce of Violation resulted from your failure to include such

audits in your program. Accordingly, in your response to Violation A, please

give particular attention to the reasons for your failure to" conduct the

required audits and to your plans for assuring that comprehensive security

program audits are conducted in the future.
