SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN E

(TAC NO. 65735)

By letter dated July 1,1987 Vermont Yankee Nuclear Power Corporation (licensee) submitted to the NRC the Vermont Yankce Wuclear Power Station Second Ten-Year Interval Inservice Inspection Program Plan. The program plan was submitted for review and evaluation of its compliance with the requirements of the 1980 Edition through Winter 1980 Addenda of Section XI of the ASME Boiler and Pressure Vessel Code, with the following exceptions:

(a) the extent of examination for Code Class I piping welds has been determined by the 1974 Edition through Summer 1975 Addenda as permitted by 10 CFR 50.55a(b), and (b) the extent of examination for Code Class 2 piping welds has been determined by ASME Code Case N-408, " Alternative Rules for Examination of Class 2 Piping." The second 10-year inspection interval began November 30, 1982 and ends November 30, 1992.

The staff with technical assistance from the Idaho National Engineering Laboratory, has reviewed and evaluated the program plan, additional information provided, and requests for relief from requirements that the licensee determined to be impractical to perform at the facility. Based on the information submitted, the staff agrees with the contractor's conclusions and recommendations presented in the Safety Evaluation Report attached.

We have determined that the Vermont Yankee Nuclear Power Station is in compliance with the requirements cited above. We have determined that certain Section XI Code requirements cited by the licensee are impractical to perform at Vermont Yankee Nuclear Power Station. In such instances we have granted relief from those requirements. A summary of the requirements and the bases for granting the relief requests are contained in the at; ached SER. We conclude that the Vermont Yankee Nuclear Power Station Inservice Inspection Program Plan with the additional information and reliefs granted constitute part of the basis for meeting the requirements of 10 CFR 50.55a and the Technical Specifications.
