Docket No. 50-271 Mr. L. A. Tremblay Licensing Engineering Vermont Yankee Nuclear Power Corporation 580 Main Street Bolton, Massachusetts 01740-1398

Dear Mr,

' emblay:

SUBJECT:

VERMONT YANKEE NUCLEAR POWER STATION, ACCEPTANCE OF THE OFFSITE DOSE CALCULATION MANUAL, REVISION 4 (TAC NO. 62746)

References:

(d) October 9, 1984 letter from V. L. Rooney to R. W. Capstick (b) February 29, 1988 letter from R. W. Capstick to NRC Document

' Control Desk Reference (a) documented staff acceptance of Revision 0 to the Offsite Dose Calculations Manual (ODCM) for the Vermont Yankee Nuclear Power Station (VermontYankee). Subsequently, a number of changes have been made to the Vermont Yankee ODCM and reported in the Semiannual Radioactive Effluent Release Reports in accordance with Vermont Yankee Technical Specification 6.13. With reference (b) the. licensee submitted a complete Revision 4 to the ODCM.

The Revision 4 ODCM for Vermont. Yankee has been reviewed for us in its entirety by our contractor, EG&G Idaho, Inc. Their discussion and comments are contained in their TER, EGGLPHY-8052 (enclosed). We agree with the contractor's statement that the Vermont Yankee ODCM, Revision 4 uses methods that are, in general, consistent with NRC guidelines, and is an acceptable interim reference. However, in the TER there are listed a number of discrepancies and suggestions, some typographical in nature, others dealing with technical issues. Since these questions involve refinements to a basically sound document, there is no need for immediate action. However, we ask that the points raised in the Conclusions section of the TER be addressed by the licensee within six months of receipt of this letter in a new revision.
